Citation
Major Rakesh Dubey was commanding a company of 18 Garhwal Rifles when on the night of 20 October 1987, his company was tasked to secure and occupy an area on Road Kandy-Jaffna in Sri Lanka. The company secured this area by 0500 hours on 21 October 1987. The militants mounted their first attack on the company position on 21 October 1987. Major Rakesh Dubey was quick to react and took full charge of the situation. Amidst murderous fire from militants, Major Dubey moved from trench to trench inspiring his men and organising his subunit's fire. He exposed himself to grave personal danger and displayed courage and bravery. His men, under his determined leadership, beat back the militants' attack after 2 hours of ferocious fighting with heavy losses to the militants.
Major Dubey, remaining cool and collected throughout the hours of crises, broke up the attack of the militants approximately 20-30 metres ahead of his defences by extremely well-coordinated fire of automatic weapons and artillery.
Major Rakesh Dubey thus displayed conspicuous courage and valour in the face of the militants.
